A railway wheel or wheelset request for quotation should do more than identify a diameter and quantity. It should give engineering, quality and purchasing teams a common technical baseline so that every supplier prices the same scope. Without that baseline, a low quotation may exclude machining, testing, assembly records, third-party witness points or export packing that another bidder included.

1. Start with service conditions and product boundary

State the vehicle type, operating region, nominal axle load, maximum service speed, braking arrangement, track gauge, duty cycle and relevant environmental conditions. For a maintenance replacement, include the fleet or asset reference and explain whether the new part must be interchangeable with an existing configuration. These inputs help identify questions; they should not be used to guess an unapproved design.

2. Control the drawings and technical data
Attach legible, controlled drawings rather than screenshots. Each file should show its drawing number, revision, units, projection method and approval status. Identify which document takes precedence if the drawing, standard and purchase specification conflict. Require the supplier to return a signed drawing or a written exception list before production.
Wheel drawing data
For a wheel, define finished or supply-condition dimensions such as tread diameter, rim width, flange and tread profile, hub geometry, plate geometry, bore, permitted machining allowance, surface finish, balance requirement and datum system. Flag dimensions that are essential to vehicle clearance, braking, wheel-seat interference or reprofiling life. Do not rely on a product name such as “freight wheel” to communicate a profile.
Wheelset drawing data
For a wheelset, include the wheel and axle drawings plus an assembly drawing. 3. Name the applicable standard—and its edition
Standards are not interchangeable labels. In a European heavy-rail context, EN 13262 covers wheel product requirements, while EN 13260 covers wheelset product requirements; axle requirements are addressed separately. Wheel design approval is also distinct from product delivery requirements. For North American interchange applications, AAR Manual of Standards and Recommended Practices Section G includes the M-107/M-208 wheel specification. ISO 1005-6:1994 remains a published ISO technical delivery standard for solid wheels and was confirmed in 2021.
The RFQ should state the exact standard, edition or contractual issue, national adoption if applicable, and any purchaser amendments. As standards are revised, do not write “latest EN” or “AAR standard” and leave bidders to interpret the scope. Ask the responsible engineer to confirm applicability to the vehicle, network and approval regime. Purchasing a standard-compliant product does not by itself establish vehicle authorization or interchange acceptance.
Avoid three common standards errors
- Do not mix material grades from one system with acceptance rules from another unless the engineering specification explicitly defines the combination.
- Do not treat wheel product requirements, wheel design approval and complete wheelset assembly requirements as the same scope.
- Do not assume a supplier’s general quality-system certificate proves approval for a particular wheel design, process, plant or railway market.
4. Define material and manufacturing requirements
Specify the approved material grade and required delivery condition. Where EN 13262 applies, grade selection belongs in the purchaser’s technical definition; a supplier should not silently substitute a grade. If a legacy drawing uses a proprietary or obsolete designation, provide the governing chemistry and property requirements or an approved equivalence decision.
State any required steelmaking route, forming route, heat treatment, rim treatment, machining condition, residual stress or surface protection requirements only when they come from the applicable specification or approved design. Ask bidders to identify subcontracted special processes and proposed deviations. A neutral RFQ should request evidence of process control without claiming that a particular supplier owns equipment or holds approvals that have not been verified.
5. Turn inspection into a written plan
List each required inspection characteristic, method, sampling frequency, acceptance criterion, record, and responsible party. Depending on the standard and project, the plan may address chemical composition, mechanical properties, hardness, metallographic characteristics, ultrasonic examination, magnetic-particle examination, visual condition, dimensions, profile, balance, surface finish and assembly geometry. The applicable specification—not a generic website checklist—sets the mandatory tests and limits.
Separate “review,” “witness” and “hold” points. A document review does not require production to stop; a witness point gives the purchaser or inspector an opportunity to attend; a hold point prevents work from continuing until release. Define notice periods, inspector access, reinspection rules and who pays if a test must be repeated. If third-party inspection is required, name the scope and acceptance authority before quotation.

Define the required identity level—heat, batch or individual serial number—according to the governing specification and fleet needs. Specify marking content, location, method and legibility, while protecting fatigue-sensitive areas from unauthorized marking.
Ask for a document index and consistent identifiers across certificates, test reports, dimensional records, packing lists and product markings. Also set the record format, language, retention period and correction process. A pile of certificates is not useful if maintenance personnel cannot connect a delivered component to the correct record years later.
7. Evaluate suppliers on evidence, not claims
Use a scored technical and commercial comparison. First check whether each bidder has acknowledged every drawing and specification. Then review deviations, proposed manufacturing route, relevant product experience, process controls, inspection coverage, traceability method and control of subcontractors. Request objective evidence appropriate to the procurement risk, and verify certificates or railway approvals directly with the issuer or scheme owner when they are contractually required.

For a safety-critical component, an unusually fast or inexpensive offer is a prompt for clarification, not automatic evidence of value. Normalize quotations by adding excluded testing, tooling, documentation, packing and inspection costs. Record technical exceptions separately from commercial negotiations so they cannot disappear in email chains.
8. Use an RFQ compliance matrix
Create one row for every requirement and ask each bidder to mark it “comply,” “deviation” or “not applicable,” with a reference to supporting evidence. Include document precedence, drawings, material, tests, sampling, witness points, marking, records and delivery condition. Blank responses should remain open actions. After technical clarification, freeze the accepted matrix with the purchase order.
Changes after award need the same discipline. Require written approval for changes to material source, drawing revision, process route, special-process subcontractor, inspection procedure or acceptance concession when these items are controlled by the contract. The final dossier should reflect approved changes and concessions.
9. Pre-award questions that expose hidden scope

10. A practical route from inquiry to purchase order
Issue the same RFQ package to shortlisted suppliers and allow a controlled clarification period. Update all bidders when a technical answer changes the common scope. Complete technical evaluation before price ranking, then compare normalized commercial offers. At award, attach the final drawings, specifications, compliance matrix, inspection plan, document schedule and approved deviations to the purchase order.
