A railway wheel can pass dimensional and non-destructive examination yet arrive with corrosion, damaged machined surfaces, unreadable markings or an unstable package. For international buyers, export packing is therefore part of the purchased technical scope—not a detail to decide after final inspection.

This guide helps railway operators, rolling-stock manufacturers, overhaul companies and distributors specify railway wheel export packing and shipping requirements before ordering. It covers loose wheels and complete wheelsets, from corrosion protection and load restraint to labels, shipping evidence and Incoterms.

Define the shipment before asking for a packing price

A supplier cannot design or quote suitable packing from quantity alone. Start with the exact product state: rough, semi-finished or fully machined railway wheels; loose wheels with finish bores; or assembled railway wheelsets. Record unit mass, overall dimensions, center of gravity where relevant, surface condition, protected interfaces and any approved lifting restrictions.

Then define the transport cycle. State the collection point, destination, intended road, rail or ocean legs, transshipment, expected storage period, climate exposure, container or flat-rack limits, receiving equipment and any package mass or dimension limits. A package that works for direct truck delivery may not be suitable for repeated terminal handling and ocean carriage.

Ask the supplier to identify assumptions and quote special packing separately from product price. This makes offers easier to compare and prevents an inexpensive quotation from concealing a weak export package.

Protect finished surfaces and product identity

Packing must preserve the accepted condition through handling, transport and storage. Finished bores, hub faces, tread profiles and other controlled surfaces should be clean, dry and protected using materials compatible with the product and the buyer's receiving process. Any temporary coating should have an agreed protection period, removal method and restrictions.

Metal-to-metal contact can damage surfaces or markings when loads vibrate or shift. Use suitable separators, supports or sleeves at approved locations. Do not place restraints across sensitive profiles, sharp edges or surfaces where local pressure may affect acceptance. The packing drawing should show orientation, support points and restraint locations rather than relying on “standard export packing.”

Markings on the wheel must remain readable and traceable to the packing list and inspection package. If product marks will be hidden after packing, add an external package identifier without replacing the controlled part marking. Select corrosion protection for the actual exposure

Corrosion control should reflect material condition, route, humidity, salt exposure, condensation risk and storage duration. Possible elements include an approved temporary protective coating, barrier wrapping, vapor corrosion inhibitor materials, desiccants and sealed protection. These are not interchangeable, and the supplier should confirm material compatibility and safe removal.

Do not seal visible moisture inside a barrier. Define when protection is applied, how cleanliness is checked and whether sharp edges can puncture wrapping. If desiccants or indicators are used, specify quantity or design basis, placement and inspection. Buyers should also state whether the goods will be stored outdoors, under cover or in a climate-controlled warehouse after arrival.

Ask for a corrosion-protection declaration or packing record when the risk justifies it. The document should identify the method, application date, expected protection period under defined conditions and any receiving action. It should not promise universal protection regardless of storage conditions.

Engineer the support and restraint system

Railway wheels and wheelsets are dense cargo. Supports must distribute load into the pallet, frame, vehicle or container without damaging the product or exceeding floor and point-load limits. Restraints must prevent rolling, sliding, tipping and separation throughout the planned transport chain.

The IMO/ILO/UNECE CTU Code is a non-mandatory global code of practice covering the packing and securing of cargo transport units across sea and land modes. It emphasizes that loading and securing need to account for the complete intermodal journey. Buyers should require the responsible packing and transport parties to apply the governing carrier, terminal and legal requirements rather than treating a container wall as a restraint system.

For wheelsets, protect journals, wheel seats, bearing interfaces, brake discs, gears or mounted components included in the scope. Use only approved lifting points and provide clear lifting instructions where handling is not obvious. Do not improvise lifting through bores or around finished surfaces unless the product and packing instructions authorize it.

  • Are supports and restraints compatible with finished surfaces?
  • Can the package be handled safely at every transfer point?

Control wood packaging and destination requirements

If solid-wood pallets, frames, blocks or dunnage are used, confirm the destination country's current import requirements. IPPC ISPM 15 describes phytosanitary measures for raw wood packaging material in international trade and includes dunnage within its scope. The standard excludes wood processed in ways that make it free from pests, such as plywood, but local import and documentation rules still need verification.

Where ISPM 15 applies, use material treated and marked by an authorized system and keep the mark visible. A supplier-created statement or painted “HT” text is not a substitute for an authorized mark. Also check whether repaired or reused wood packaging remains compliant and whether bark, contamination or illegible marks could delay entry.

Alternatives such as steel frames or compliant processed-wood components may reduce phytosanitary risk, but they still need structural, corrosion, handling and disposal review. Choose the package based on the complete requirement, not the material label alone.

Specify labels that work at the destination

External labels should survive the route and let receiving teams reconcile packages without opening them. Define language, size, weather resistance, placement and any barcode or buyer format. Avoid placing the only label on a removable wrapping layer.

A practical label can include:

  • Buyer and supplier names or approved identifiers.
  • Purchase order, item, drawing and package numbers.
  • Quantity, net mass, gross mass and package dimensions.
  • Destination and consignee reference where required.
  • Center of gravity, lifting and handling symbols when applicable.
  • Storage restrictions and corrosion-protection expiry or action.
  • Traceability reference aligned with the packing list.

Keep commercial marks separate from regulated marks. If the buyer requires country-of-origin marking or special customs labeling, state the exact requirement during quotation and verify it before shipment.

Agree shipping documents and pre-shipment evidence

The contract should list each required document, format, language, review point and delivery date. Typical commercial and logistics documents may include the commercial invoice, packing list, transport document, certificate of origin when required, insurance evidence under the agreed term and destination-specific customs documents. The exact package depends on the transaction and jurisdiction.

Before release, request clear photographs showing product protection, labels, package condition, gross dimensions, loading arrangement and restraint. Photographs are supporting evidence, not an engineering approval by themselves. Where a packing drawing or securing plan is required, review the controlled document before loading and record any changes.

The packing list should connect every package to its contents and identifiers. For multi-package orders, use a package matrix so receiving teams can locate parts and certificates without opening every unit. Define how shortages, damaged packing or broken barriers will be reported on arrival.

Write Incoterms correctly in the order

Incoterms allocate specified delivery, cost and risk responsibilities between seller and buyer, but they do not replace the full sales contract, product specification, payment terms or cargo insurance review. The ICC recommends identifying the chosen rule, the precise named port, place or point and the version, such as “FCA [named place] Incoterms 2020.”

A vague entry such as “FOB China” does not identify the port or edition and may not match the transport arrangement. Confirm who books each leg, completes export and import formalities, pays terminal charges, arranges insurance where required, provides loading information and manages damage claims. The parties should use the official ICC rules and obtain appropriate logistics or legal advice for the transaction.

Make packing responsibility explicit even when an Incoterm is stated. Define what is included in the product price, what the carrier requires and who approves exceptional costs such as a flat rack, special lifting, storage or re-packing.

Inspect packing before shipment release

Add packing to the inspection and test plan when transport damage would create a meaningful project risk. The release checklist should confirm product identity, surface protection, dryness, separators, support, restraints, labels, marks, package condition, dimensions, mass and documents. Record nonconformities before the cargo leaves the supplier.

Receiving inspection should begin before unloading where safe: photograph external condition, seals and visible damage; compare package numbers; and follow the agreed process for carrier notation and claims. Open packages using the supplier's safety and handling instructions, then verify corrosion protection and controlled surfaces promptly.
